The Strategic Agenda for 2024-2029 was adopted by the European Council on 27 June 2024. Key European policy concerns from a workers' perspective are given too little attention.

The digital and green transition of the economy and Europe's strong position in the global economy require a revival of active industrial policy. To discuss challenges and strategies with experts and representatives from institutions and interest groups, AK EUROPA organised a roundtable in Brussels on 23 May 2024. In their opening statements, AK President Renate Anderl and Werner Raza, Head of the Austrian Foundation for Development Research, argued in favour of fair funding of the transition and social conditionalities.

Sustainable consumption and the promotion of the circular economy play an important role in the green transition. Hence, the last legislative period saw a number of legislative initiatives at EU level to combat greenwashing, promote sustainable product design and facilitate access to repairs. These initiatives are also intended to help consumers make better informed purchasing decisions. On 23 April, the EU Parliament adopted the Ecodesign Regulation and the Right to Repair Directive by a large majority.

A well-functioning European railway system is crucial for the mobility shift and a just green transition. After two decades, the liberalisation of rail transport is revealing consequences that must be discussed in the interests of workers, passengers and the necessary fight against the climate crisis. To this end, AK EUROPA, together with the Austrian trade union vida and the European Transport Workers’ Federation (ETF), organised the event “Railway liberalisation. Lessons Learned” in Brussels in April 2024.

The European Environment Agency's first European climate risk assessment shows that floods, heat and drought fundamentally jeopardise the supply of food and the health of people in Europe, not least workers. Adaptation to man-made climate change must begin now in order to promote climate resilience and enable social and ecological transformation.

Given the political significance of this European election year, the Benchmarking Working Europe Report 2024 provides a retrospective assessment of the state of Social Europe. Important achievements of the past EU legislative period are recognised, but shortcomings are also identified. The report also points out the necessary political steps in the coming EU legislative period to ensure the continuation of the social paradigm shift.

21 member organisations of the European Alliance for a Just Transition have signed a joint letter on an EU policy framework for just transition, with the aim of putting the issue more centre stage in the next EU policy cycle. The letter was sent on 11 March to the relevant ministers and to the Permanent Representatives of the Member States to the EU. They are called on to raise the ambition of the forthcoming Environment Council Conclusions and other relevant decisions in the coming months.

On 13 March 2024, the European Parliament adopted its position on the revision of the Waste Framework Directive with a resounding majority. MEPs retained many key provisions originally adopted by the ENVI Committee, which will enable social enterprises to foster circularity and inclusion in Extended Producer Responsibility Schemes for textiles.

In order to achieve climate neutrality by 2050, greenhouse gas emissions in the EU are to be reduced by 90 percent by 2040 compared to 1990 levels: With this new recommendation, the EU Commission is setting the direction for the next legislative period. Parallel to the communication on the 2040 climate target, a communication on industrial carbon management was presented, which is intended to make a significant contribution to reducing emissions.
