On 31 May 2017, the European Commission (EC) published what is referred to as the “mobility package”, which, in one part, contains extensive proposals for the amendment of the two abovementioned EC Regulations and the above-mentioned EC Directive in the fields of “admission to the occupation of road transport operator”, “access to the international road haulage market” and “use of vehicles hired without drivers for the carriage of goods by road”.Through these proposals, the EC intends to achieve balanced conditions for competition between resident and non-resident hauliers as well as to reduce costs for businesses and ensure efficient enforcement of the rules.
