In our view, it is an important corner stone, without which the other elements of a banking union, the Basel III accord and its implementation by CRD/CRR, the Bank Resolution and Recovery Directive (BRRD), the single supervisory mechanism (SSM) and a reform of deposit guarantee schemes (DGS) cannot be expected to be fully effective.
