Firstly, we would like to note that very high expectations have been placed on this initiative from the perspective of employees, given that as a result of the mistaken austerity policy there are extremely tense social situations in many EU Member States. The communication ultimately addresses a call from Heads of State and Government at their meeting in Decem-ber 2012 for possible measures to strengthen the social dimension of the EMU, including social dialogue. This request was once again confirmed in June 2013 by Heads of State and Government.
