On 13 March 2024, the European Parliament adopted its position on the revision of the Waste Framework Directive with a resounding majority. MEPs retained many key provisions originally adopted by the ENVI Committee, which will enable social enterprises to foster circularity and inclusion in Extended Producer Responsibility Schemes for textiles.

With regard to the demands that are expressed in this open letter, the EP foresees that Extended Producer Responsibility schemes should finance re-use and repair; that there should be full cost coverage for social enterprises and in line with the waste hierarchy; and that social enterprises and local authorities should be involved in the governance of EPR schemes.

The Council has started to develop its general approach. This is where broad support for the open letter will be most valuable.
