Groundhandling services represent a very significant element of the susceptible aviation system. The groundhandling industry is currently experiencing a high level of personnel fluctuation that, even in the opinion of the EC, is a result of the current Directive. The service providers, which are selected within the scope of a tender procedure to provide services, which are subject to restricted access, are only permitted to undertake their activities for a limited period of time. <br />
