After a transition period, the new version of the PSO Regulation is now fully applicable. The Commission is currently working on guidelines that would allow direct awards only in exeptional cases. However, a recent legal opinion commissioned by AK confirms that the PSO Regulation still fully allows the choice between direct awards and competitive tendering in rail transport.

 

This webinar will discuss the legal background of the guidelines and which measures are needed to keep it in line with the spirit of the PSO regulation. Which areas of the PSO regulation should be clarified by the guidelines in more detail? Which measures have to be set by the guidelines in order to promote public transport and railways to fulfil the Green Deal and to ensure a Just Transition?
