AK position paper on the Proposal for a Regulation amending Regulation (EEC) 3821/85 on recording equipment in road transport and amending Regulation (EC) 561/2006

On July 19th, 2011, the European Commission published a proposal on revising resp. amending EC Regulations 3821/85 on recording equipment in road transport and 561/2006 on the harmonisation of certain social legislation relating to road transport. The EU Commission states as “overall aims of road transport social legislation (the rules on driving time and rest periods) … to improve road safety and drivers’ working conditions and to ensure fair competition between transport companies”.

AK-position on the Proposal for a Regulation of the Guidelines for the development of the trans-European transport network

The present proposal on the TEN Guidelines is an important legislative proposal on implementing the targets, which were introduced in the Transport White Paper this year. In it, the European Commission describes transport as overall positive and calls it the elixir of life of the internal market and guarantor of the quality of life for EU citizens.

Roadmap to moving to a competitive low-carbon economy in 2050 - Communication of the Commission

The Roadmap reports results of scenarios with regard to EU-wide, sectoral emission reductions for 2030 and 2050 (compared to 1990). The BAK is in favour of the EU to continue to advocate that the group of the industrial nations reduces emissions by 80 to 95 % by 2050 compared to the level of 1990. This is in opposition to a unilateral commitment of the EU to achieve this target and is rejected by the BAK; as is the unilateral tightening of the reduction targets for 2020.

AK-position on the White Paper on Transport

With its Transport White Paper the European Commission is presenting its strategies towards a competitive and resource efficient transport system by 2050 and defines as major objective a transport-dependent CO2 reduction by about 60 percent compared to its level in 1990.

Recast of the "First railway package"

The European Commission (EC) has published a revision to the first railway package, which led to a new European railway legislation in 2001. Its declared target is to simplify administration and to clarify and specify in more detail the legal framework with the objective to improve the functionality of the railway market. In addition, the EC has announced further measures, such as the liberalisation of rail transport as a whole but also of national passenger transport. There are also provisions, which have to be considered as a preparation for the complete opening up of the railway network.

The term “non road mobile machinery” applies to vehicles equipped with an internal combustion engine, which are not intended to transport persons and goods on the road (e.g. tracked vehicles, wheel loaders, excavators) as well as locomotives and inland waterway vessels.

AK position paper on the Consultation on the future of the Trans- European Transport Network policy (TEN T)

In its current Consultation on the future of the Trans-European Transport Network policy, the EU Commission is asking for notes and proposals, including the working document of the Commission Departments „TEN-T policy - Background Papers“. The objective of the TEN and the TEN Revision respectively is the promotion of the creation of an integrated European transport system, which is better equipped to deal with the problems concerning environmental protection and climate change in connection with the Europe 2020 strategy.

AK position paper: Yes to binding sustainability chapter! New codecision competence of the European Parliament for Trade Policy should be actively used for social and environmental standards!

The coming into force of the Lisbon Treaty does significantly upgrade the role of the European Parliament (EP) in Trade Policy. This concerns both the information rights of the EP and its codecision competence. Hence, the Parliament will in future play a significant role in international relationships, provided these have a trade policy component. Thus, the political groups of the EP are getting the opportunity of raising their profile and to demand that labour and environmental minimum standards become the touchstone in the planned chapters on Sustainable Development for concluding trade agreements.

AK position paper on a sustainable future for transport: Towards an integrated, technology-led and user-friendly system

Based on the present Communication, the European Commission presents its vision for future of transport within the Union. The urgently required basic change of direction does not happen and the Communication of the European Commission is on the whole little innovative. It is to be feared that the present programme will neither be able to fulfil the climate protection targets nor the requirements of the Lisbon Strategy.

AK position on the admission of gigaliners

In May 2008, the AK took part in the DG TREN survey in order to draw up a study on the introduction of longer and heavier vehicles in international transport. In connection with this, the AK filled in an online questionnaire that was aimed at “stakeholders”. Charging of heavy goods vehicles for the use of certain infrastructures (Eurovignette-Directive)

The Commission presented a package of measures called “Greening Transport” on July 8 2008. At the heart of the package is a new proposal for a directive on the charging of heavy goods vehicles (hereafter referred to as “Eurovignette-Directive”), which defines the framework for Member States wanting to include the external costs of heavy goods traffic in tolls. External costs are all costs that must be borne at present by the rest of society rather than the user.
